Internet governance book in Serbian launched

Jovan Kurbalija’s An Introduction to Internet governance in Serbian (BCS) – Uvod u upravljanje internetom – was yesterday launched during the 19th Serbian Telecommunications Forum (Telfor), in Belgrade.

The event was attended by Serbian high-level officials, and around 150 representatives of engineering communities, telecom and ICT companies and providers, state institutions and the Press.

The launch was followed by a panel discussion with Nenad Marinkovic, director of the Serbian ccTLD (RNIDS), Milan Jankovic, Director of Serbian Regulatory Agency for Electronic Communications RATEL, Jasna Matic, State Secretary for Digital Agenda of Serbia, and Dr Jovan Kurbalija, DiploFoundation.

The panel talked about key challenges and ongoing processes related to IG, with reference to the main challenges in Serbia, and stressed the importance of stakeholders’ involvement. The speakers also stressed the importance of Internet for business and society, and need for careful and co-operative governance. Complimentary copies of the book were distributed.

Serbian IG book launch

The recently published Uvod u upravljanje internetom, the Serbian/BCS version of Jovan Kurbalija’s An Introduction to Internet Governance, will be launched during the 19th Serbian Telecommunications Forum (Telfor), in Belgrade, Serbia, on 22 November. The launch will be followed by a panel discussion.

Ten years of the Cybercrime Convention: achievements and challenges

Ten years have passed since the Convention on Cybercrime was opened for signature by the member states of the Council of Europe and by non-member states which had participated in its elaboration, in Budapest, on 23 November 2001.

To mark its 10th anniversary, an interactive discussion will be held on Thursday, 24th November, 11 a.m. – 1 p.m., at the Palais des Nations (Conference Room V) in Geneva.

DiploFoundation director Dr Jovan Kurbalija, Internet Governance specialist, and Dr Eduardo Gelbstein, former director of the UN International Computing Centre, will discuss a number of questions: 
  • What are the main challenges of cybersecurity? 
  • How can the right balance between security and human rights be achieved? 
  • What can be learned from the last 10 years of the Cybercrime Convention? 
  • Is the Cybercrime Convention a solution for global cyber problems?

The discussion will be moderated by Dr Petru Dumitriu, Permanent Observer of the Council of Europe.

Students complete ISOC NGL eLearning course

Over 45 students are expected to graduate from ISOC's Next Generation Leaders (NGL) eLearning course, offered in collaboration with DiploFoundation. The students formed two classes: an English-speaking class, and for the first time this year, a French-speaking class.

The course, which ended last week, offered six months of academic training on topics related to the Internet ecosystem, which included historical and technical background, issues related to Internet governance and ICT policy, and emerging issues. The course took place on Diplo's e-learning platform. 

The eLearning Course is the academic component of ISOC’s NGL Programme, which seeks to train emerging leaders in Internet technology, policy and business, through both academic and practical aspects. After they graduate, ISOC selects a number of outstanding participants to take advantage of guidance with project proposals, and with further training.

Policy Research Phase kicks off

The third phase of the Internet Governance Capacity Building Programme (IGCBP) – the Policy Research Phase– kick-started last week with a stimulating schedule of theoretical lecture texts and practical assignments. 

Twenty-nine participants are taking part in this phase. The course follows a 'project-based' approach, in that each participant is expected to write a policy research proposal by the end of the course.

IG book in Serbian

Jovan Kurbalija’s An Introduction to Internet Governance has just been published in Serbian (BCS).

The Bosnian/Croatian/Serbian version, Uvod u upravljanje internetom, has been produced with the support of the Digital Agenda Administration of the Republic of Serbia, and the Serbian National Register of Internet Domain Names (RNDIS). The fourth EuroDIG, which took place earlier this year in Serbia, and the awareness building process in Internet governance in the region, have also made the publication possible.

The presentation of the book, followed by a panel session on Internet governance challenges in the region, will take place during 19th Serbian Telecommunications Forum ‘Telfor’, in Belgrade, on 22 November.

Webinar: The future architecture of global Internet governance

Join us on Wednesday, 12th October, at 13:00 GMT), for a webinar hosted by Dr Jovan Kurbalija, one of the leading experts in Internet governance, on ‘The future architecture of global Internet governance’.

The webinar will reflect on the 2011 Internet Governance Forum, which was held in Nairobi at the end of September. The IGF gathered more than 2,000 participants and generated a vivid debate on the future of Internet governance. 

The underlying theme, both in workshops and corridor discussions, was the future architecture of the global Internet governance. It is the reason why the webinar will focus on the following main questions:

Firstly, is the Internet moving into a global policy ‘premier league’ alongside climate change, migration and security? Secondly, how can the balance be preserved between the IGF's multistakeholderism and the growing demands of governments to have more say in the way Internet is governed globally? Thirdly, what could be a possible role of the IGF in the emerging architecture of global Internet governance, which includes ICANN, ITU, and a wide range of other organisations and players?

IGF 2011 – The role Diplo played

Six main sessions, over 80 workshops, more than 40 remote hubs, and 12,000+ tweets have characterised this year’s Internet Governance Forum (IGF), which took place last week on 27-30 September. Several pre-IGF events were held on Monday, 26th September.


The 6th IGF welcomed hundreds of delegates to Nairobi, Kenya, for the most anticipated Internet governance event of the year. Remote participation facilities also opened the doors to hundreds of participants who participated in the sessions and workshops remotely. Analysis and reports in various journals, such as in The Economist, helped raise the IGF’s global visibility...

Interaction with fellows facilitates online learning – IGCBP participants

[ permalink ] Over 100 participants successfully completed the Advanced Phase of the Internet Governance Capacity Building Programme. Among them were Andra Giurgiu and Ricardo Patara, two of the best Foundation Phase students, who were awarded a sponsorship by Verisign to continue with their advanced studies.

In the following videos, Andra, from Romania, describes the aspects that have enabled her to deepen her knowledge in IG-related areas such as infrastructure; Ricardo, from Brazil, describes why the interaction with fellow participants is an important aspect in the IGCB programme.

The next phase of the programme, the Policy Research Phase, starts next month, with the Policy Research Methodology course.

Launching soon: Emerging Leaders for the Digital World

Diplo is about to launch a new publication, Emerging Leaders for the Digital World, during the 6th IGF meeting in Nairobi on 27-30 September, 2011.

Emerging Leaders for the Digital World features the experiences of some of the most active emerging leaders in Internet governance and ICT policy. The leaders, identified and empowered by Diplo’s ACP programme, have played a remarkable role in furthering regional training and education, and in driving debates, better understanding, and more support, on the meaningful use of ICTs and the Internet.
